Security Report Regarding the Response to an Attempted Child Kidnapping Incident and the Arrest of the Suspects at Gardenia
With reference to the email received from Customer Service at 4:30 a.m., reporting an incident by a resident of Building No. (226), stating that two individuals had attempted to kidnap her daughter, approximately six years old, under threat and while carrying bladed weapons.

Subject: Security Report Regarding the Response to an Attempted Child Kidnapping Incident and the Arrest of the Suspects at Gardenia
With reference to the email received from Customer Service at 4:30 a.m., reporting an incident by a resident of Building No. (226), stating that two individuals had attempted to kidnap her daughter, approximately six years old, under threat and while carrying bladed weapons.
In accordance with the search and security plan established by the Managing Board Member of Hemaya Security Company for dealing with such incidents, which emphasizes the immediate activation of the lockdown and rapid deployment plan within the vicinity of the reported incident, the security team responded immediately upon receipt of the report.
The Assistant Manager, Shift Leaders, Supervisors, and Mobile Security Patrols were immediately directed to the building concerned.
Upon arrival at the location, the security personnel interviewed the citizens present at the scene, who reported that the two individuals had fled the area while taking the child with them.
Immediately thereafter, the security team notified the Operations Room, which in turn alerted all gates and security services throughout the site. The lockdown and rapid deployment plan was activated, while search and inspection procedures were intensified to prevent the suspects from leaving the site.
During the implementation of the search and deployment plan, the rapid response and close coordination between the security personnel and the CCTV Control Room resulted in the arrest of the first suspect, identified as Mahmoud Sayed Madbouly, a resident of El-Khosous, Qalyubia Governorate.
The suspect was found hiding between vehicles in Area Six, in possession of a bladed weapon, specifically a curved-handle knife (Matawagarn Gazal). The child involved in the report was also found with him, in a state of severe distress and fear.
The suspect was apprehended by the Area Supervisor and one of the Mobile Security Officers, with the support of the Operations Room and through continuous radio coordination with the CCTV Control Room, which played a key role in monitoring the suspect’s movements and identifying his hiding location.
Furthermore, the security team assigned to one of the site gates successfully apprehended the second suspect while he was attempting to escape through the Hotel Gate.
The second suspect was identified as Mohamed Sayed Nasr, also a resident of El-Khosous, Qalyubia Governorate. He was found in possession of a knife, in addition to an amount of EGP 5,000, which the complainant reported as having been stolen.
Both suspects were brought under control and detained, and the necessary security procedures were taken. Upon questioning, the complainant, Ms. Soheir Ramzy Ibrahim, stated that the two suspects had kidnapped her approximately six-year-old daughter as a result of a financial dispute with the second suspect involving EGP 5,000. She further stated that she had previous acquaintance with the second suspect and that both suspects had previously visited her residence, which was the location of the incident.
Immediately thereafter, the Third Nasr City Police Department was notified. A police investigation team arrived at the site, and the two suspects, the complainant, and the seized items were handed over to the police to complete the necessary legal procedures.
The seized items included two bladed weapons and EGP 5,000. The suspects had been apprehended by the security personnel of the company at the site.
The complainant expressed her sincere appreciation and gratitude to the site’s Security Management for the rapid response, professional handling of the incident, prompt apprehension of the suspects, safe recovery of her daughter, and efforts made to calm and reassure the child.
In recognition of these efforts, the Managing Board Member of Hemaya Security Company directed that financial rewards be granted to all personnel who contributed to handling the incident and apprehending the suspects, as well as the staff of the site’s CCTV Control Room.
This recognition reflects the team’s rapid response, effective coordination, and high level of security vigilance, which significantly contributed to containing the situation and successfully resolving the incident.
This incident demonstrates the effectiveness of the rapid lockdown and deployment plan, as well as the importance of integration and coordination among the Operations Room, CCTV Control Room, security gates, supervisors, and mobile security patrols in responding immediately and effectively to emergency security incidents.
It also highlights the importance of rapid decision-making, effective field search techniques, and professional investigative thinking in identifying suspects, locating them, apprehending them, and ensuring the safety and security of residents.
